I have attached additional talking points and appropriation history for the KCP Initiative. The talking points document summarizes several issues regarding the ongoing confusion some policy makers may have about the match requirements of the 6 KCP Programs. The document also indicates that KCP was a stand along program for many years but was reduced to a unit of Postsecondary Services when Earl Nelson retired. Moreover, KCP has not remained the same for 18 years. The Morris Hood Educator development was added and KCP had to take over the loan repayment provisions of the Future Faculty Fellowship Program.
The attached spread sheet indicates the funding level for the 6 programs and for the KCP office from 1986 until the current budget year ending September 30, 2005.
