Environmental Planning Instruments in Europe

With a Special Focus on the German Planning System

In this one-credit course, students will be introduced to various environmental planning instruments derived from European Union directives.  As EU directives have no immediate legal force, their implementation in the German planning system will be used as an illustrative case. Nevertheless, similar ways of executing the EU directives can be observed in all EU member countries.

The course is geared towards undergraduate and graduate students in urban and regional planning, landscape architecture, and environmental design.

The course will be organized in four large blocks:

·         Introduction to environmental legislation and environmental planning in the EU; Environmental Impact Assessment (EIA) for projects; Strategic Environmental Assessment (SEA) for plans and programs

·         European Habitats Directive and ecological network “Natura 2000” and their implementation in planning processes

·         The planning system in Germany (spatial planning and landscape planning) on federal state, regional and local level

·         Landscape planning in Germany in detail
