Food and Agriculture Organization of the United Nations PROFESSIONAL VACANCY ANNOUNCEMENT NO: RAF-732-11-PRJ Deadline For Application: POSITION TITLE: ORGANIZATIONAL UNIT: 7 November 2011 Programme Coordinator (African Fisheries and Acuaculture) Regional Office for Africa (RAF) GRADE LEVEL: DUTY STATION: DURATION ∗: POST CODE/N : CCOG CODE: O P-5 Midrand, South Africa Fixed Term: 2 years Applications from qualified women as well as from qualified nationals of non-and under-represented member countries are encouraged DUTIES AND RESPONSIBILITIES Under the overall supervision of the Senior Field Programme Officer, RAF, the immediate guidance of the Programme Steering Committee and technical supervision of the Programme Lead Technical Officer (LTO) and the New Partnership for Africa’s Development Coordination and Planning Agency (NPCA) in close collaboration with the Programme Lead Technical Unit (LTU), the Programme Task Force (PTF), and participating regional institutions and other stakeholders, the Programme Coordinator will be responsible for the overall implementation of the Programme in support of the Implementation of the FAO Strategy for Fisheries and Aquaculture in Africa (GCP/RAF/463/MUL). In particular, the incumbent will: • • Coordinate the implementation of the Programme and ensure the achievement of its outcomes and outputs; Provide institutional support to NPCA with regard to coordination of partner projects, in particular, guide and facilitate alignment and coherence in the joint implementation of the Programme and Partnership for African Fisheries (PAF) ensuring that the Programme effectively contribute towards the Comprehensive African Fisheries Reform Strategy (CAFRS) and the strategic linkages of the fisheries deliverables to the overall Comprehensive Africa Agriculture Development Programme (CADPP) priority. Analyze Programme results and lessons learnt and identify best practices to be used in training, advocacy, outreach and information activities; In collaboration with NPCA and other Programme staff, develop and implement a Programme communication strategy, including the dissemination of information concerning the Programme activities and results through technical field reports, policy briefs and Programme outputs; Prepare Annual Work Plans and diverse reports as a tool to guide the work of the Programme and to ensure compliance of Programme activities with overall strategies; Monitor the Programme progress and ensure that stipulated reports are submitted on time; Serve as Secretary of the Programme Steering Committee (PSC) and represent the Programme in relevant technical meetings and conferences; Manage the Programme in terms of performing operation, liaison and logistic work, hiring, guiding and supervising staff, contracting and procurement, travelling, training and other administrative work in support of the Programme; Perform any other duty related to the implementation of the Programme as required. • • • • • • • MINIMUM REQUIREMENTS Candidates should meet the following: • • • Advanced university degree in Fisheries and/or Aquaculture Management, Fisheries and/or Aquaculture Economics, Natural Resource Economics or any discipline related to one of these; Ten years of relevant experience in African fisheries and/or aquaculture policy, governance, programme management <http://unjobs.org/themes/programme-management> and development; Working knowledge in English and French; SELECTION CRITERIA Candidates will be assessed against the following: • • Extent of experience in fisheries and aquaculture programme management and development in Africa region including at least five years of experience in managing multi-country, multi-sectoral and multi-donor projects/programmes; Extent of experience in building institutional capacities and organizational strengthening within the fisheries and aquaculture sector; ADM213e 06/10 • • • • • • Strong initiative, high sense of responsibility and demonstrated ability to work under pressure and meet deadlines; Demonstrated ability to manage complex projects and build synergy in a large in multidisciplinary team and within a multicultural environment.
