For the last fiscal year (July 1, 2009 - June 30, 2010), about 32% our
visitors use IE, and about 11% (out of that 32%) use IE6. That 11% gives
us more than 46,000 visits

I think the next logical step would be to do page or path analysis. That
is, what pages are visited by these IE6 users. My thought is: if they
visit pages that are critical to their needs (whatever definition each
department/web designer/developer  deemed as "critical to their needs")
and there are evidence that these users interact with the pages, then I
think supporting IE6 is needed. Personally, I like Dave Mulder's
approach.

I do understand the security concerns as well and I think that concern
is justified. As Michael VanPutten has pointed out: "We all work under
diverse circumstances that require different approaches."
