Last I looked at MSU certificates was maybe a couple of years ago and at that time IIRC there was an issue that they weren't "clean" per some browser (maybe Firefox) acceptance. I think the issue was there was an * somewhere in the designated domain name which caused a popup box requesting the user confirm they wanted to continue with the "suspect" ("possibly forged"?) certificate. Wise users, would, of course, simply abandon the process at that point (unless they were employees who needed access for work and had to swallow hard and say "proceed").
I don't know if that issue has been resolved. I'm pretty sure our certificates are via GoDaddy at the moment.

AIS does provide certificates:

We've been using http://certs.ipsca.com/ for free for edu certs as
well. However their new root certificate hasn't been imported into
most browsers yet, so their certs are of limited value, frankly.
