The Marine Science IV position within the Bureau of Sea Run Fisheries and
Habitat is expected to assist the Bureau Director by aiding, directing and
coordinating the activities of diadromous fish management and restoration
throughout Maine.
The incumbent will be responsible for overseeing the collection and analyses
of data, research, management, and restoration projects focusing on all
diadromous species and their related ecology. This position will also
recommend fisheries management actions (research, stocking, regulations)
based on analyses of population assessments and other data.
This position is also expected to coordinate efforts and provide reliable
communications among State and Federal Agencies, Academia and NGO groups as
it relates to diadromous fish restoration.
This is a supervisory position responsible for coaching and evaluating the
performance of subordinates. Staff supervision is in substantial part of
the duties. The incumbent will directly manage two Biologist III's and one
Marine Scientist III (and their assigned programs). Additionally there are
40+/- fulltime, part time and contract staff that work within the Bureau.
The position advises the Bureau Director, Director of External Affairs,
Deputy Commissioner and Commissioner on the development of state,
interstate, and federal management policies, regulations, and legislation.
An understanding of the state's legislative and regulatory process, the
Atlantic States Marine Fisheries Commission and the Federal Endangered
Species Act is highly desirable.
A key responsibility is to represent the department at interagency,
interstate, and federal meetings in order to provide input on fisheries
activities, management and policy. Candidates must demonstrate knowledge of
fisheries research, assessment, management practices and policies; knowledge
of fish passage issues and related state and federal policies; demonstrated
experience of teamwork in a large organization; excellent written and oral
communication skills; supervisory experience; experience in grant writing;
collaborative research experience; and the ability to plan, implement, and
evaluate projects.
Minimum Qualifications: A Bachelors Degree in a scientific, technical, or
engineering discipline, or equivalent in directly related work experience
and eight (8) years of progressively responsible experience in the field of
marine resource research and management which includes supervision and
coordination of research and support functions. Preferences: An advanced
degree in fisheries science and/or policy related fields are highly
desirable.
