Two positions will be filled from this vacancy announcement at the following
duty location: Green Bay Fish and Wildlife Conservation Office, New Franken,
WI
This position is being filled under the Federal Career Intern Program. This
is a two-year appointment in the excepted service with full benefits.
During the two-year program, the employee will undergo formal training and
developmental assignments pertaining to performing fish biologist
responsibilities for a newly developed regional fish mass marking program
operated out of the Green Bay Fish and Wildlife Conservation Office. At the
end of the two years, and upon successful completion of the intern program,
the employee may be converted non-competitively to a permanent position at
the full performance GS-09 level.
JOB SUMMARY: This is an intern position in which the employee must
successfully complete a formal field training program as a fish biologist
within a newly developed mass marking program. The employee will receive
training and assignments designed to develop the knowledge and skills
necessary to perform the duties of a fishery biologist at the GS-09 level.
Duties will include delivering coded-wire tag services to state, tribal and
federal hatcheries, operating and maintaining automated and manual tagging
trailers, recovering tagged fish captured in fisheries, extracting and
reading tags, archiving tag and recovery data electronically, and
coordinating the program with partner agencies.
CONDITIONS OF EMPLOYMENT: U.S. citizenship is required. Appointment is
contingent upon a favorably adjudicated pre-placement fingerprint check and
security background investigation. Selectee must possess and maintain a
valid State driver's license. Male applicants born after December 31, 1959
must certify that they have registered with the Selective Service System or
are exempt from having to do so under Selective Service Law. The employee
will be required to wear the Fish and Wildlife Service uniform.
QUALIFICATIONS REQUIRED:
Qualification requirements must be met by the closing date of this
announcement.
To qualify for positions in the 0482 job series applicants must possess one
of the following:
A. Degree: major in biological science that included:
* At least 6 semester hours in aquatic subjects such as limnology,
ichthyology, fishery biology, aquatic botany, aquatic fauna, oceanography,
fish culture, or related courses in the field of fishery biology; and
* At least 12 semester hours in the animal sciences in such subjects
as general zoology, vertebrate zoology, comparative anatomy, physiology,
entomology, parasitology, ecology, cellular biology, genetics, or research
in these fields. (Excess course work in aquatic subjects may be used to meet
this requirement when appropriate.)
B. Combination of education and experience -- courses equivalent to a
major in biological science (i.e., at least 30 semester hours), of which a
minimum of 6 semester hours were in aquatic subjects and 12 semester hours
were in the animal sciences, as shown in A above, plus appropriate
experience or additional education.
To qualify at the GS-09 level applicants must also possess one of the
following:
A. Specialized Experience: 52 weeks of specialized experience that was
equivalent to the next lower grade level (GS-7). Specialized experience is
experience which is in the same field or a field that's directly related to
the line of work of the position to be filled and which has equipped the
applicant with the specific knowledge, skills, and abilities needed in order
to successfully perform the duties of a Fishery Biologist at the GS-09
level. Examples of this type of experience include participating or
assisting in the development of plans to study and monitor fish populations
and assisting in the implementation of such plans; conducting wildlife or
fish surveys and studies; and marking/tagging fish for release and recovery
to measure population structure, movement, and survival. Or
B. Education: To qualify for the GS-09 level based on your education you
must have successfully completed two full academic years of progressively
higher level graduate education leading to a Master's Degree or a Master's
equivalent graduate degree with the major study in a subject that's directly
related to the duties of this position. One year of graduate education is
considered to be the number of credit hours that the school has determined
to represent 1 year of full time study. If that information cannot be
obtained from the school, 18 semester hours is considered as satisfying the
1 year of study requirement. Or
C. Combination of Education and Experience: Equivalent combinations of
successfully completed graduate education and specialized experience as
described above are qualifying for this position. Education must include
courses directly related to the work of the position. Determine your total
qualifying education as a percentage of the education required; then
determine your experience as a percentage of the experience required. Add
the two percentages. The total percentage must equal at least 100 percent
to qualify for the position.
