You can use any of the central name servers - recommended IP addresses
are 35.8.2.41 and 35.8.98.43.  These correspond to the DNS name
"ntp.msu.edu".

I don't know exactly where this setting would be under all variants of
Windows.  Under Windows XP, you can find it under the Date and Time
Properties on the Internet Time tab.  The "NET TIME" command also has
options for setting and querying time servers.
