This is too bad as it's a stunt that Dennis Boone cooked up years ago to
build a page that was an index to a large number of links, without the
linking page itself being indexed by spiders. Oh well, if it's indexed with
  maybe it won't be indexed anyhow.

The anchor has no text between the opening and closing tags. I changed
<a name="1"></a> to <a name="1"> </a> on a local copy and the first
anchor started working. (Note: Please don't ask me to explain anything
M$ does ... ever ....)
