When you post for one, make sure you are specific about what language you need the talent to be in. Vb, c++, c# script etc.... you will get all kinds of people that will know a language but to be proficient in what you want them to work with you will need examples of their code.
As for where to look, the only place I had success was the local newspaper and bulletin boards here and at LCC, then I had my senior coder sit in and help interview the 20 plus response we received.
